![]() p.3 | Inmate access to programs has been structurally hampered since at least the COVID years, a downstream effect of the DOC staffing crisis. DOC leadership covers post vacancies with teachers and case managers as a normal way to reduce costs (keep as many posts vacant as possible and “right-size” roles/vacancies), minimize mandatory overtime, and maximize on-hand resources (staff who can fill a security post are directed to do so, even though teachers and case managers aren’t teaching or case managing when they fill a custody officer shift). This dynamic normalizes non-security posts as a float pool to cover staffing shortages on an as-needed basis. When using teachers and case managers as a labor float pool, both overtime costs and inmate access to therapeutic programs are reduced. |
